Volodymyr V. Vakulenko was born on 4 December 1950 in Kharkiv. In 1972 he started to work at the State Enterprise Malyshev Plant. In 1980 he graduated from the Kharkiv Correspondence Polytechnic Institute, with his speciality being “Machine-building Technology, Metal-cutting Equipment and Tools”. He has a PhD degree. In 1995 he became a laureate of State Prize of Ukraine in the field of science and technics, in 1998 he was awarded with the Order “For Services” of III degree, in 2000 he was awarded with a Letter of Commendation issued by the State Committee of Industrial Policy of Ukraine. Before being appointed the Acting Head of SOE KMDB, he worked as the Chief Designer of SOE KMDB.
The Kharkiv Morozov Machine Building Design Bureau (KMDB) is a state enterprise, which is now Ukraine's leading design authority for armoured fighting vehicles and used to play a key role in the development of armoured tracked vehicles in the former Soviet Union.
The contemporary activities of the KMDB are distinguished by three main factors:
- the ability to offer customers a wide range of armoured vehicles and other products for both military and civil use, as well as obsolete vehicle upgrade packages
- the provision of equipment closely tailored to customer's individual requirements
- the availability of long-term support for the end user
